In a report released Tuesday, District Lawyer Nancy O’Malley said she agreed with the conclusions of a senior deputy district lawyer who investigated the shooting and identified that Officer Miguel Masso had an “actual and sensible belief that he or other people in the region had been about to be shot by Mr. Blueford.”
