State officials have placed an embargo on the Fremont-based San Francisco Herb & Normal Meals Co. due to the fact of a huge and pervasive rodent infestation in its Warm Springs district facility. The U.S. Food and Drug Administration and the California Division of Public Wellness are jointly investigating the business.
